The Payroll Accountant performs payroll accounting and administrative duties to support the payroll and general accounting departments. Maintains payroll-related accounts and is responsible for the reconciliation and accuracy of those accounts within a complex accounting system. Prepares various accounting papers, schedules, exhibits, reports, journals and summaries. Determines the need for new accounts and revisions in the payroll accounting structure. Researches and advises payroll staff concerning the accounting treatment of complex transactions. Performs periodic internal audits of various payroll areas and prepare materials for external and internal auditors.
Perform Payroll Accounting and Administrative Duties: - Maintains the integrity of the general ledger by verifying compliance through journal voucher entries, ledger reconciliations and year-end closing adjustments for all payroll accounts to ensure accurate financial statements and payroll fiscal notes. - Monitors assigned payroll activities and/or program components (e.g. State, and Federal agencies, tax laws, L&I, etc.) for the purpose of ensuring compliance with established financial, legal and/or administrative requirements. - Collaborates with other administrative personnel and/or outside agencies (e.g. State, Federal, etc.) for the purpose of implementing and maintaining services and/or programs in accordance with established financial policies, practices, laws and/or regulatory guidelines. - Recommends policies, procedures and/or actions on issues that relate to financial operations for the purpose of providing direction and/or making decisions - Assists in implementing accounting procedures for the purpose of providing internal financial controls and ensuring compliance with established accounting practices and all applicable regulatory requirements. - Determines the need for new accounts and revisions in the accounting structure. - Develops reporting processes, procedures, and internal controls for the purpose of maintaining the efficient flow of financial processes. - Assists auditors for the purpose of providing supporting documentation and/or information on internal process that is required for audit. - Supports Payroll Manager by assisting in research of Federal and State tax reporting rules, regulations and laws. Assist in gathering financial data and verifying accuracy of filings, reports and transmittals. - Supports General Accounting by preparing payroll related financial statement notes and schedules annually, including areas such as retirement plans, benefits, pension obligations, and related fiscal notes. Assists in preparing all payroll related confirms for use in preparing the annual financial statements.
Maintains payroll-related accounts and is responsible for the reconciliation and accuracy of accounts within a complex accounting system: - Reconciles payroll account balances (e.g. wage attachments, benefits, voluntary and involuntary contributions, HCA, DRS, etc.) for the purpose of maintaining accurate account balances and complying with established guidelines. - Researches discrepancies of payroll information and/or documentation (e.g. salary, supplements, longevity pay, stipends, L&I, etc.) for the purpose of ensuring accuracy and adherence to procedures prior to processing. - Resolves discrepancies with payroll and/or benefit information and/or documentation (e.g. payroll, benefit provider/s, withholding versus W4, salary status, late hires, leaves of absence, separating employees, etc.) for the purpose of ensuring accuracy of records and employee payments. - Reviews payroll and a variety of insurance-related information (e.g. payroll reports, DRS, HCA, requirements, etc.) for the purpose of ensuring accuracy of payroll and insurance records. - Supports the Payroll Manager in coordinating the data-processing system for payroll for the purpose of ensuring the system is operating efficiently, effectively, and accurately. - Processes a wide variety of payroll documents and materials (e.g. withholding information, employee contributions, union dues, longevity, leaves, supplements, stipends, etc.) for the purpose of disseminating information to appropriate parties. - Processes journal vouchers in the general ledger for payroll redistribution & retro-expenditure for expense transfer requests. - Reviews, analyzes and checks payroll forms and reports for accuracy and makes necessary adjustments or corrections. - Processes garnishments which include child supports, tax levies, student loans, WRIT of garnishments, etc. - Creates and maintains payroll account codes using university financial system chart fields. - Calculates and prepares journal to charge and collect the administration fee from CWU Departments monthly. - Processes Payroll bank account daily entries and reconciles bank statement monthly, resolving any discrepancies or issues. Manages the unclaimed check process. - Researches, analyzes and resolves payroll-related problems or questions.
Prepares various accounting papers, schedules, exhibits, reports, and summaries: - Compiles statistical and payroll data from a variety of sources (e.g. time sheets/payroll, salary adjustments, longevity pay, union dues, benefits, leave balances, tax deposits, etc.) for the purpose of providing summaries to other personnel and/or ensuring compliance with established guidelines. - Prepares a variety of payroll related documents (e.g. invoices for overpayments, special pay, retirement plan transfers, ACH transfers, voluntary and involuntary contributions, W-2 controls, worker's compensation checks, budget, risk management, verification of employment and salary, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. - Compiles financial, tax and payroll reports for both internal and external purposes. - Compiles and analyzes payroll data, makes recommendations and determinations and prepares related reports. - Performs periodic internal audits of various payroll areas and prepare materials for external and internal auditors. - Explain University policy and procedures, as well State and Federal regulations, as they relate to the Payroll Office.
Researches and advises payroll staff concerning the accounting treatment of complex transactions: - Informs other staff and/or outside parties regarding procedural requirements for the purpose of processing transactions. - Responds to inquiries regarding payroll procedures (e.g. wage levies and garnishments, savings, contributions, direct deposits, etc.) for the purpose of providing necessary information for making decisions, assisting employees, taking appropriate action and/or complying with established fiscal guidelines. - Participates in workshops, in-service trainings, etc. for the purpose of conveying and/or gathering information required to perform job functions. - Coordinates and interacts with federal and state agencies on issues pertaining to employee compensation, general deductions, benefits and retirement. - Documents payroll accounting processes and establishes procedures for internal processing.
- Perform other related duties as required.
Bachelor's degree in Accounting, Finance or closely related field and 4 years accounting experience
Demonstrated proficiency in the use of an ERP system and the Microsoft Office software
Demonstrated evidence of superior interpersonal skills, with a focus on customer service
OR applicable combination of education or experience which demonstrates the ability to effectively perform the essential functions of the position.
Master's degree in a financial related field
Governmental or non-profit accounting experience
State and Federal Tax filing experience including W-2 and W-2c reporting
Experience using SQL to retrieving data from ERP or other database systems
Experience or knowledge of WA state reporting requirements using the state Agency Financial Reporting System (AFRS).

Pay,Benefits, & Work Schedule
Salary: $3541/month with periodic increases up to $4644/month
Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
