The fiscal analyst position is a professional-level, senior financial position which oversees and participates in processing complex accounting transactions, develops financial estimates and work-in-process (variance) reports for the capital construction projects, prepares financial statements, develops and maintain a complete set of financial records, performs other statistical and financial responsibilities for the University community and has oversight responsibilities of the work order system.
A fiscal analyst 4 level position would also serve as the principal assistant to the Facilities Finance Manager.
Provide complex financial recordkeeping and monthly progress reports for the capital construction projects for project managers and upper management officials of CWU
Responsible for assembling, processing, reviewing, and submission of applications for payment for multiple construction and other projects. Responsible to reconcile the transactions to the central financial system
Manage the retainage accounts for the construction projects including reconciling and confirming the account balances at banking institutions or bonding agencies
Close out construction projects with the applicable regulatory agencies including Labor & Industries, Employment Security, Department of Revenue, and other applicable agencies and CWU boards, committees, etc.
Analyze project financial performance against budgets and available funds and communicate timely information to project managers and collaborate with them on strategy
Biennially, close out the capital accounts from the central financial system and reconcile these close-outs with OFM (Office of Financial Management - State of Washington) appropriations
Review the capital accounts to ensure that expenditures are accurate and that budgeted amounts comply with the applicable legislative actions
Prepare periodic financial statements and periodic reports of revenue and expense performance, asset balances, cash
balances and other statements that contribute to a complete accounting of the organization unit
Prepare, review and post journal entries for disbursements, receipts and adjustments
Monitor inter-fund transfers and adjustments and encumbrances in the general ledger, assuring that transactions comply with established policies, rules and practices
Represent the financial needs of FMD at the FMS (central financial system) stakeholders meetings and other applicable meetings, including testing of journal voucher and purchase order processing and other financial processes for FMS upgrades
Prepare budget changes for the capital and maintenance accounts
Maintain the interface specifications and post the subsidiary ledgers of FMD (Work Order System, Motor Pool, Stores, Mail Services, etc.) to the central financial system
Analyze interface transactions and resolve errors and discrepancies
Test and implement released upgrades to the work order, motor pool, and mail automated subsidiary systems
Develop training manuals and assist in training users of the work order system, motor pool and mail services systems
Other duties as assigned
Bachelor's degree in Accounting, Finance or closely related field and 3-7 years of professional experience OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position
Demonstrated excellent analytical skills
Demonstrated proficiency in Microsoft Excel and enterprise database systems
Demonstrated excellent written and oral communication skills
Masters degree in Accounting, Finance or closely related field
Licensure as a Certified Public Accountant or Certified Governmental Accountant
Construction or trades-related/maintenance accounting experience
Experience in higher education or government relating to accounting, budgeting/planning and financial reporting
GAAP/GASB financial statement preparation experience in higher education
Experience with PeopleSoft enterprise systems
Advance skills in Microsoft Office software
Information technology experience in analyzing and maintaining computer software applications

Pay,Benefits, & Work Schedule
Salary: Fiscal Analyst 3: $3612/month with periodic increases up to $4737/month Fiscal Analyst 4: $37 95/month with periodic increases up to $4977/month
Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer work station for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Occasionally the work may be outdoors or in a warehouse setting in hot, cold, and windy and dusty conditions. Some evening or weekend work and/or occasional travel may be required.
